Local Government District of Pinawa (Manitoba, Canada)

Mayor Blair Skinner

Community Overview

The Local Government District of Pinawa is located in southeastern Manitoba along the Winnipeg River, approximately 110 kilometres northeast of Winnipeg.

With a population of approximately 1,500 residents, Pinawa is a small, close-knit community with a strong connection to nuclear science, research, and environmental stewardship.

Nuclear Presence

Pinawa is a long-standing nuclear host community with a unique role in Canada’s nuclear research and decommissioning landscape.

The community is closely connected to the nearby Whiteshell Laboratories site, established in the early 1960s and operated by Canadian Nuclear Laboratories on behalf of Atomic Energy of Canada Limited.

Key activities associated with the site include:

  • Historic Nuclear Research Facilities – The Whiteshell Laboratories were once a major centre for nuclear research and development, contributing to Canada’s early nuclear science programs
  • Decommissioning and Environmental Remediation – Ongoing work to safely decommission legacy facilities and restore the site, including the long-term management of nuclear materials
  • Waste Management Infrastructure – Facilities and systems supporting the safe handling and storage of radioactive materials as part of long-term stewardship

Today, the Whiteshell site is undergoing a significant transition from a historic research campus to a focus on decommissioning, environmental protection, and long-term stewardship.

These activities reflect Pinawa’s role in supporting the responsible management and closure of legacy nuclear research sites within Canada’s nuclear lifecycle.

Role in Supporting the Nuclear Sector

As a nuclear host community, Pinawa:

  • Supports complex, long-term decommissioning and environmental remediation activities
  • Works closely with federal organizations, operators, and regulators
  • Brings experience in managing the transition of legacy nuclear sites
  • Contributes to Canada’s expertise in responsible nuclear stewardship and site closure

Pinawa’s experience highlights the important role host communities play in the long-term management and safe decommissioning of nuclear facilities.
